Facebook and Instagram Ads Cost in Pakistan (2026): Budgets That Actually Work

Meta does not publish a price list. You set a budget, the platform auctions your ad against everyone else targeting the same people, and what you pay per result falls out of that auction. So the honest answer to "how much do Facebook ads cost in Pakistan" is: as much as you choose to spend. The useful question is how much you need to spend before the results become predictable.
This guide answers that for local service businesses such as salons, clinics, restaurants and studios, where the goal is WhatsApp enquiries and bookings rather than online checkout.
The minimum budget that works
Meta's system needs a steady flow of results to learn who responds to your ad. Starve it and it never leaves the learning phase, which is why tiny budgets feel like gambling.
**Under PKR 300 a day.** Mostly wasted. You will get reach and a few likes, but results swing so much from week to week that you cannot tell what is working.
**PKR 500 - 1,000 a day (PKR 15,000 - 30,000 a month).** The practical floor for one city and one offer. Enough data for the platform to optimise and for you to compare two or three creatives.
**PKR 1,500 - 3,000 a day (PKR 45,000 - 90,000 a month).** Where established businesses settle once they know their cost per booking. Supports separate campaigns for new customers and for retargeting people who already engaged.
Start at the lower end, run it for a full month without touching it every day, and scale only what has already produced bookings.
What an enquiry actually costs
Cost per click is the number most guides quote and the least useful one. A click is not a customer. Track cost per WhatsApp conversation or per lead form instead.
Published local benchmarks vary widely, but for city-targeted service businesses a reasonable expectation is PKR 40 to PKR 200 per WhatsApp conversation for everyday services like salons and restaurants, and PKR 200 to PKR 800 per qualified lead for higher-ticket services such as aesthetic clinics, interiors or education.
Those are conversations, not sales. If one in five enquiries books, a PKR 100 conversation is a PKR 500 customer. Whether that is cheap depends entirely on what a customer is worth to you over a year, which is why a clinic can happily pay ten times what a cafe can.
What pushes your cost up or down
**Creative.** The biggest lever by far. A Reel showing a real result with a clear offer routinely halves the cost of a generic graphic. This is why ad budgets and content creation should be planned together.
**Audience size.** Targeting one neighbourhood sounds precise but gives the auction too few people. For most local businesses, the whole city with an age range performs better than stacked interests.
**Season.** Costs rise before Eid, during wedding season and around 11.11 and year-end sales, when every brand is bidding at once. Budget more for those weeks or advertise just before them.
**Where the click lands.** Sending traffic to a slow website or an Instagram profile with no prices wastes what you paid for the click. Click-to-WhatsApp ads with a fast first reply usually convert best for service businesses.
Charges that are not in Ads Manager
Ad accounts in Pakistan are often billed in US dollars, so your cost in rupees moves with the exchange rate even when nothing else changes. Your bank may also add a foreign transaction fee and applicable taxes on international card payments. Together these can add a noticeable percentage on top of the figure Ads Manager shows, so check your card statement in the first month and budget on the real number.
If you hire someone to run the ads, that is a separate fee. Freelancers commonly charge PKR 15,000 to PKR 30,000 a month and agencies PKR 25,000 to PKR 60,000, or a percentage of spend on larger accounts. Insist that the ad account and payment method are yours, so the history and the pixel data stay with you if you part ways.
Boost button or Ads Manager
Boosting a post is fine for one job: pushing an already popular post to more people in your city for a few days. It optimises for engagement, so you get likes, not enquiries.
Anything meant to produce bookings should be built in Ads Manager, where you can choose a messages or leads objective, exclude existing followers, test creatives against each other and retarget video viewers. The cost per day is the same. The cost per customer is not.
A sensible first month
Pick one offer with a clear price. Shoot two short Reels and one static image for it. Run a single click-to-WhatsApp campaign at PKR 1,000 a day to your whole city. Reply to every message within minutes and note which ones book.
At the end of the month, divide spend by bookings. If the number is comfortably below what a customer is worth, raise the budget by 20 to 30 percent at a time. If it is not, change the creative or the offer before you change the targeting.
